What i mean is where i can send in a storyline to someone and send in what platform i want it on and they make it?

I don;t know if you can do that. I think the best thing to do is to actually become a game designer your self.

You can't really do that due to legal problems as publishers can't take scripts from random people. THATS why you never see games that were based on scripts from random people or "hey that guys famous now because he had a great game script."
Plan B. you can do whatever you want, just depends on how deep your pockets are.
