I'm not a big console gamer. But I like the idea of experimenting and creating my own games. It's my understanding that Microsoft is the only console manufacturer that offers an IDE for hobbyists to create programs for the XBox. This is what interests me. Does Sony have any similiar? The ability to experiment is my 1st criteria for choosing a console.

No, Sony has nothing to compete with Microsoft's XNA development tools. Download XNA and start experimenting and having fun with it.

ive heard sony talk about it, but im not sure on it yet, i know microsoft has a number you can call to ask for a dev kit and they will get you one, you should be able to find it on the xbox offical site
