I ping AT&T @ IP 4.2.2.2 and get 4 packets sent and recieved but I cant seem to get online through my broadband modem. I even tried a new network card.

I have a new lan cable and just had an IT guy go through my setup. He thinks Charters modem is bad but charter says its all good

Other than what dewcoons said,
1. Try renew-DHCP
2. Repair network connection

You can try opening the browser and typing"htto://192.168.0.1"
hit enter
select advanced,
connection configuration,
If prompted enter access code on bottom of modem ,
enter your password
save changes
click to restart when prompted
may take up to a minute to restart modem
if this doesn't work you can call them at 1-877-722-3755.

Check to see that you have a DNS server set up. Without that, you can reach things by address (like with a ping) but not by name.

Also try turning off your firewall temporarily to see if there is a setting in it that is blocking your Internet access
