Friar Lawrence sent the letter shortly following Juliets "death" - most likely it was on its way during the funeral, it is one of Romeo's friends that witnesses the funeral and tells him of Juliet's death. In other words, the friend reaches Romeo before Friars letter does. Eventually the letter was returned to Friar Lawrence by the messenger due to a plague in the next city to which he was not allowed access.
The whole point to the story is the question of fate and destiny and the role it plays in our lives. Everythin in R&J is chance - the letter, the fact that Juliet wakes up late in the tomb, etc.

The letter was sent in Act IV, scene 2, the funeral occurred in Act IV, scene 5.
Given the young age of Romeo and Juliet, overactive adolescent hormones were responsible for their death.

Friar Lawrence didn't his note to Romeo until AFTER Juliets fafe funeral.
The whole purpose for their deaths was the feud between their familes that sadly tried to keep them apart.
