They become that way, some at a younger age than others. I was very naive and 100% honest (not clever!) well into adulthood, until I finally got so sick of this disadvantage that I purposely set out to learn a little good old-fashioned basic manipulation! Now I'd say I'm in the normal range, almost, still working on it. So cleverness comes more easily to some than others, but u can certainly improve yourself...

Born that way, people generally lose their cleverness through their life.

Even so-called clever people can become criminals or wastrels, or some of them under-achieve. Persons of average intelligence sometimes achieve a great deal more than the smart ones, because they are more organised or bloodyminded about their goals. Also, intellectual skills can be honed through practice and via various challenges.

if they were they would not be born.

I think than some people are genetically inclined to faster learning and greater retention than others, but the effort still has to be made to learn the information.

it works both ways: children are born with genetically determined potentials, but being exposed to certain experiences enables neural connections to form in the brain.
