Well, the answer to that really depends on the circumstances that you are living in now. Are they the best circumstance that you can afford right now? Are you getting the best quality of life that you can with what you can afford? Are you happy where you are at right now? Are you in a neighborhood where you feel safe? Are you in a home that is healthy (free of mold, termites, asbestos, lead, etc)? Are you being threatened by anyone or anything in your current environment? And are you living with people you get along with? If any of the answers to these questions are no, then you should leave the circumstances that you are living in, even if it means that you would be leaving your pets behind. It's better to be in a healthy environment pet free then an unhealthy and potentially dangerous enivornment with pets.
If you can't take pets where you are moving you have a couple options. The first is to buy your own place, then you can keep your pets. The second is to look for a place that will allow you to take pets, be forewarned that you will more than likely have to pay a pet deposit. The last is to try and compromise with the owner or landlord of the new place to see what the reasoning is for no pets, and if it's negotiable.
If all of these options fail, and you decide to leave your pets behind, perhaps you can find a friend or family member you are close with to take your pets, and that way you will know that they are taken care of, and that you can still see them anytime you want.
Personally, I can't imagine giving up a better living arrangement just to own pets, because I think that people take more care of their pets then they do of their own children, but that's just me. I like animals, but I like them when they are outdoors and not living under the same roof as I am. And I definately wouldn't sacrifice my own health, safety, or better off lifestyle for a pet.

I would never leave my pets behind. I would have to find another way to better my circumstances while keeping them.

I'm planning to move to another city next year, but I'll be living in an apartment and wont be able to bring my dog. I've had him for about 6 years and will miss him a lot. The best I can do is find him a nice home where I know he'll be loved and taken care of. I absolutely refuse to put him into a shelter where they'll just put him down.

I would never be able to leave my pets behind for any reason. When I took them in, they became a member of my family and it would be like leaving family behind. Your pets look to you for love, comfort and well-being. If you were to suddenly disappear, it would throw their world into turmoil. Please reconsider.

Hell no - I would never leave my pets behind. No matter how much better the situation would be.

If I could find a good home for them, with a friend or a relative I would. Pets are great companions but you cannot let them be a hindrance on your life

I did and I slightly regret it because the person I ended up giving up my cat to actually lost the cat a few days later.

Ask the dead people in New Orleans after Katrina. Many people died because they refused to be rescued without their pet.
