Delivery fees are usually only applied if your residence is outside of the normal delivery range of the pizza maker, or if you've ordered less than the mimimum for a delivery. At any rate, the delivery fee is usually a cost that is put in place to cover fuel/vehicle expenses for that driver who use their own car for work most of the time. It not common for these drivers to make anything over minimum wage. And with rising gas prices these days, what some of these drivers get for these expenses doesn't always cover it.
But always keep in mind that a tip is a gratuity for good service and not just because. If you feel the service was sub-standard, then don't tip.
I once had my pizza show up over an hour late because the driver's car got stuck in a bad place in bad weather and I was told by the pizza maker that I didn't have to pay a dime. I know this was true because I was the one who called the tow truck for her. So I got the pizza free, but I gave the driver a really good tip after all she had been through.

I still tip, because our delivery fees around here are only about .75 (cents). The tip is usually more than that anyway. I do take that into account though.
I think the pizza industry needs to shed more light on the tipping process. And they should add how a delivery fee should affect it. I used to tip good, but then I found out some people don't tip at all, so why should I go out of my way.
Just do what you're comfortable with. People get a general feeling when they're being ripped off or not.

Yes you should the fee covers the store owners expense of having extra insurance that covers damages in the case of an accident the the delivery guy/girl. the tip is for the drives ware and tare on the car, also the make less money than the people in the store making the pizza or answering the phone kinda like at a restaurant the servers make little to nothing with out tips...

A delivery charge does NOT constitute a tip, nor does it go to a driver! Nor does the driver want you to pay a delivery charge! Back when pizzerias advertized 'free delivery', drivers were still paid an allowance to help pay fuel/maintenance costs. The allowance paid was already 'built in' to the price of your order. Today the companies tack on a deceiving 'delivery charge', but its really just a price increase. This money goes into the pockets of store owners, and hurts the drivers!
Furthermore:
If it were cheaper for a company to provide their own delivery vehicles to their drivers they would do it. (more profit) Guess who is picking up the difference between the actual cost of depreciation, repairs, maintenance, gas and (commercial) insurance and the cost the business owners are willing to reimburse?
Bottom line, drivers aren't even reimbursed fully by the shops they work for. People should tip or pick it up for themselves.

Yup I think you should because I do that. I mean he is making the trip all the way to where you live so I think it's only fair. You have to remember that the delivery fee doesn't go to the delivery person so yeah tip the delivery person they are going out of their way to bring you your food so I dont see why not.

Yes, you should tip because the delivery fee isnt going to the driver it is going to the company and usually the tips go to the drivers. So be kind and keep tipping! Happy Holidays!!

Well, I have no personal experience of this, but it's my understanding that the delivery guy doesn't keep the delivery fee, except in cases where he's paying for his own gas.
In both cases, the delivery fee isn't really payment for service, but payment for "parts", let's say. I don't think tipping is inappropriate nor unnecessary.

Yes. It's a crap job and who knows if they really get the money from the delivery fee. It could go to the company or be split. It's a couple of bucks and makes the person happy.

I know a teenager who delivers pizza to earn some spending money. The owner of the pizza place gets that delivery charge, which is applied to the cost of maintaining the company owned delivery vehicle (gas, insurance, wear and tear). Nothing goes to him (delivery kid) except his wage (per hour) and the tips he gets.
