I am a completely blind person, and your question has offended me!

Because blind people still function in society, even if they are reaching over their drivers and putting in their pin numbers. And just to clue you in, they are going to also change paper money with some sort of braille encoding so the blind can have a better way to identify the bills instead of having to fold them into shapes. Blind people are taken advantage of all the time with stealing from cashiers and their personal helpers.

by US law they must put braille keys on the drive-up ATM, for all the
blind person

2 reasons -- they probably only make one model so the kind they use as the drive-up is also the one they'd use at a walk-up one.
The blind person might walk up to a drive-up ATM (attended by someone) or be in the back seat to use it.

Because it's cheaper to use the same keyboard as all other ATMs. It's a standardized part.

since blind people cannot drive I would assume someone would have to drive them and maybe they need cash so there driver pulls them to an ATM
or maybe your eyesight is bad at numbers but u are ok to drive
