He's probably in Pakistan. Pakistan is in a very odd situation. If they don't help the terrorists, then their people will probably revolt against their government. If they do help the terrorists, the US will kick their butt.
I'm not an expert, but I think the president of Pakistan is a dictator, and dictatorships are what cause terrorism. That's why Bush is correct to topple dictatorships. It's very hard, but it's worthwhile.
