Genetically speaking,NO However if you delve into the history of the northern europeans, you will find that the Moors are mentioned throughout history. And a single recessive gene can show up generations later. I would have to say yes they can,if you factor in the likelihood of an ancestor that had an african gene pool. I assume ,you mean people of scandinavian heritage, when you say northern european.
