Because you try to burn off everyone else at the lights, because you accelerate too quickly, because you drive in 3rd gear instead of 4th. Loads of reasons.

It is not the manufacturer's claimed consumption, it is the EC's measured consumption.

It is measured to a standard EC test procedure (EC93/116), carried out on a rolling road. The accelerations in the procedure are very gradual, and not at all representative of real conditions. Therefore very few cars can match this consumption when used in normal road and driving conditions.

Complain to the EC.

those tests are simulated.
to give you a clue as to what to get in the real world :-
take the combined figure of 49.1 mpg
and deduct 25%
this will give you 36.8 mpg
which is an around town figure for normal driving
the combined figure should be achieveable on a longer run
figures from diesel car magazine
what mpg are you getting?

ok really its most likely because of your driving style, the manufacturers claims are probably based on some lab test with a perfectly maintained engine running at full efficiency on a rolling road with no wind or road resistance with a top quality fuel.

sounds like a wierd element to do however the size of the two engines are extra or less the comparable, so it may probable in fantastic condition yet would % somewhat of tightening up extra so all of it maintains to be in place. sturdy success

those test are made during perfect driving conditions with drivers trained to get great mileage the average person will never get what is claimed
