Contact the seller first. Get a reply.
I believe E-Bay has some sort of insurance (maybe depending on how you paid)...
Check the rating of the seller, if they have good ratings, there's probably a misunderstanding.
Get a hold of the seller.
I have never had a problem on Ebay- even when things were late or received broken, I kept open the lines of communication and things were resolved.

I didn't know that ebay is also in the Philippines. Well, first I would ask the seller if he already sent it to you. If he did, maybe the item was an insured post item, so you can get the money back from the post office. If it was a normal post package and not insured, then you will not get any money, but maybe you have luck and the seller will share the costs with you. You can report the whole thing to ebay, that you never received the item, sometimes there is the opportunity that ebay will help you with a kind of insurance and gives you the money back, at least it's so how they do on the German eBay. You didn't indicate how long you have been waiting or how you paid. If you sent a personal check, the seller will wait a few days while his bank transfer the funds from your bank. Then he has to package it up and mail it. Personal check payment would be 1 wk to mail the payment, a week to clear payment and a week to mail the item. It can be done in less than 3 weeks but longer then that and I'd start asking polite questions. I frequently give it 2 weeks and I use Paypal

Report it to eBay customer help or support, as long as you know for sure it's pass the normal arrival date!
