i just use them in party and never change to other people.im on mission to ozmone plain to find garif people.does after this moment vaan,balthier and fran are unavaiable tu use in party? if not i rather continue use them in the party.

if vaan,balthier and fran is unavailable after the moment i said, i have to change the party member and level up them.my penelo,basch,ashe are still in level 10 while vaan,balthier and fran are in level 25 and above

Personally I would change out people as much as possible.
If you go to youtube and search for normal final fantasy xii you will see some video's by a person who got to lvl 99 with 3 characters and lef the others kinda low. Early on he has a lot of problems (i.e. Bomb King) where I found it quite easy as a lower lvl because I had spread my lvls out more.
If you continue to look at his videos however you will find he makes minced meat out of Gilgamesh with 3 charcaters @ 99 (took like 8 mintues) where it took me 2 hours to beat Gilgamesh with 6 characters @ lvl 65.
Overall it is up to you. You don't lose character or are forced to use any one character at any time so you can do it.

They should be available for the whole game. I'm just a bit little bit past you in the game. I mainly use vaan, basch, and penelo. I think it may be a good idea to try and level everyone at least a little bit. My guys vaan 35, basch 31, penelo 32, ashe 24, bathlier 24, and fran 24. Its nice to spread the license around and make different strong combinations.

I'd recommend that you keep at least 4 characters leveled up. You are sure to run into a few battles where you'll lose a party member and might need a backup to pop in and help out. My current levels look like this thanks to the Magelmurr (sp?).
Vaan - Level 99
Basch - Level 99
Ashe - Level 99
Penelo - Level 73
Fran - Level 70
Balthier - Level 65
110 hours into the game.

I try to keep all my characters the same level, right now they are all lvl 47.

its all right but some people have sertain moves and abilitys.
like ashe she has a alsome move called malstrorm bolt, and have penelo cast cura move alot. i hope this helps you.
