Hello,
Its not because of the data in your HDD.
You see, that the an should keep running because it is made to run so that the processor remains cool. If the fan was not there, the processor would get hot, and then there are chances for your system to burst!!
Its a good sign that your fan is working :), well if your fan is making noise of some kind, then open your cabinet of CPU, and then check out that there is no wire interrupting the an to run, just keep that wire aside and thats it....

I'd say run the cleanup, the run ccleaner http://filehippo.com/download_ccleaner/ then remove all the programs you don't use, then run ccleaner again, make sure you run it for the registry keys too, and then do a defrag.
It should speed up your system a bit, maybe unload it.
To control your fan speed you need fan that can be controlled, of course, and if it is only connected with a 4-pin molex connector - it means the speed of the fan is automatic and you can't do anything about it. Let it run!
You can always disconnect it, but I can't promise your computer will last long enough after you do that.

You can eliminate any TSR (Terminal Stay Redident) programs or applications that are running in the background by altering the msconfig.exe file. The fan on your PC should always be spinning, that's what keeps your system nice and cool. If it's noisy and annoying, trying cleaning it or replacing it with a new fan that's less noisy. If that fan is removed, it will cause your PC to overheat and malfunction.

the fan is running at all times. open the pc and vacuum the dust out to keep it clean and run a disk defrag and disk clean up. Then go into your control panel and remove all programs that you do not need on your pc

The fan always runs to keep the pc cool. If you want to remove everything off your harddrive you need to do a system restore.

It's running for a reason; heat inside needs to be removed to protect the CPU chip and other pieces of hardware inside the pc. Let it run.
