There is a voting system on one of the websites. You are only allowed to vote once every 24 hours. (What it is for is irrelevant) I need to be able to vote much more times then that.
Their website records my IP number, and lets me vote only in 24 hours.

Tried using proxy, and that doesn't work, their website either won't show the voting section, or will show everything grayed out, as if it still knows who I am.

How can I really cheat their web-server into taking me as a different user every time?

I can't go to someone else's house. I need to make like 600 votes! There has got to be a way for me to chat this thing!

And it does record my IP, because I tried with FireFox after IE, and it still won't let me.

Spam and chain mails are discouraged or prohibited on most servers. But it seems to me the fastest way you could get 600 votes is to email all the people you know instructions how to vote on the website, and ask them to send the email to their friends.

Unless you can somehow bounce the request off of another system, there is not much you can do.

And that would lead to some SERIOUS consequences of you are caught (illegally accessing someone elses system)
