Could you be speaking of Barney Fife, sidekick to Andy Griffith?

Your talking about Barney Phyfe played by Don Knotts. The show was The Andy Griffith Show with Andy Griffith as the sheriff of Mayberry and Barney was his deputy. Ronnie Howard played Andy's son Opie. Ronnie Howard is now Ron Howard and an Academy Award winning Director.

Well there's a few I can think of, but Kramer of Sienfeld is the first to come to mind. He's definately the the most high strung supporting actor.
