What you need is either a router that has "bandwidth management". This is not cheap.

Most of the software solutions are designed for ISA servers & are not cheap either.

Programs like this one are what you need:

the router can't throttle the bandwidth seperately for each pc.
i have seen a program somewhere called bandwidth controller that works, you can specify the kb/sec each ip address on the network recieves, however the interet must come into the pc with the program installed THEN go out to all the other pc's.

an example of this setup would be a cable modem or dsl modem connected to your pc and then a connection going out to a router or hub which connects to all the otehr pc's

Controlling what sites they can see? How much time they can spend on the internet?

There should be some settings in the router that will cover both of these, read your manual.
