If you are 21 you can, but you need a major credit card for a deposit.
If you are under 21 you can have an adult rent one for you with their major credit card, but you would have to add yourslef as an extra driver on the agreement.

It is true that most places require that you be over 25, but some do not. Enterprise requires that you be 21

None of the big boys will touch you, try yellow pages for smaller local garages, you may get lucky but expect to pay a heavy deposit.

Depends on the hire company. To be honest, I'd doubt it - their insurers probably have the screws turned down tight.
