Not all PS3 games will be able to output at 1080p. By definition, HD is 720p, 1080i or 1080p. All PS3 games should be able to display at 720p minimum on an HDMI or component connection.

Therefore, game companies will tag a game 1080HD, if it is capable of 1080p. If a game is capable of 1080p, then it can output at lower resolutions 720p, 480p and 480i. If it says 720p, then it will not be able to be displayed at 1080p.

You will be able to change the output resolution in the PS3 Video Output Settings menu. It will display the highest supported resolution for that game.

As far as I know, all PS3 games will be in HD. The game might be referring to the 1080 part. You can still have HD at 720, with 1080, obviously, being the best.
