When you are doing your make-up, leave a little foundation on your lips. Then apply 'Benefit Plump it Up' evenly and tap your lips with the application wand. Leave them to dry and then line them, any lipliner will do, but make sure the shade of it is only the tiniest bit darker than the lipstick or lipgloss you use. Draw along the inside of your lips, don't let any get around your mouth. At the very edges of your lower lip draw the line thicker so that it fills the whole lip. Don't purse your lips as you're applying lipliner, leave them natural. Then apply your lipstick or lipgloss as normal and your lips should be plumpified! If there's a visible line where your lipliner is then it's too dark.

For a very quick fix, bite them. If you chew on your lips, it makes them redder and swollen. They used to do that in the days before make up. But since chewing on your lips is not an attrative habit and can hurt, you can look for a make up product which increases lip size over time. I know that Victoria's Secret has one, but it is expensive! The best tip I have is to learn to play an instrument, one of your best bets is the trumpet or something else which uses a metal mouthpiece. Or just buy a mouthpiece for a trumpet or tuba or something and use it every day. The way that you control those instruments is by using muscles around your mouth and lips. If you do it often enough, your lips look bigger as the muscles become toned. I used to play trumpet, and I noticed that after I stopped for about a year, my upper lip got a lot thinner. I started playing again, just fooling around every few days, and it went back to the way it was when I was in band. But lip plumpers are probably less time consuming...

Chillies do that... Debenhams do some lip gloss called lip pout and it has chillie oil in it, it makes your lips tingle and sting a bit but your lips plump up nicely and go a lovely red colour.
Faders Girl - It is an actual lip gloss and of course its the chillie oil that plumps your lips... It could hardly burn your lips otherwise they wouldn't be allowed to sell it would they?

You should prep your lips by gently exfoliating them with a soft toothbrush every now and again.
Try ruby and millie hot lips - feels all tingly on your lips, comes in great colours and makes your lips look fuller

For an easy, quick way to make your lips swell and redden temporarily brush and pinch your lips vigourously (but gently!). Seal it and add to the plumpness with a lip salve then a plumping gloss.

You can get lip plumping lipstick and lipgloss (I had one in a really nice colour from Rimmel) I also used to buy the vegetarian collagen serum stuff and that seemed to work, although I haven't seen it around in a while- I think the make was "Model Secrets" or something! :o)

Brush your lips with a toothbrush. By doing this you'll make your lips swell. If you want you can apply lip gloss.

this normally works for me and creates the impression that i have bigger lips:
buy a lip pencil closest 2 your natural lip colour.
when using it, colour in all your lip with it.
then apply lipstick.
after that apply lip gloss on top of your lipstick.
this will make your lips look bigger without any cosmetic surgery

Sally Hansen has a lip-plumping lipstick that's supposed to make your lips look fuller and shinier. Don't know if it works, though. Not a bad price though, under ten dollars. Suppose that's worth a try. =)
