I've already signed up, but I can't believe they would have this service and not charge you anything unless they only charge when you make a purchase?

It's free to the person PAYING.. but the receiver of the money pays a small charge to receive it. I think it's 3%.

It's free, but if payment is made by credit card, the recipient pays a small percentage which Pay Pal deducts from the transaction.

If the credit card is used for the payer's convenience, the payer may offer to increase the transacted amount so the full payment is received.

That depends on what you use if for. It's completely free for you to use it to send money, however if you intend to use it to receive payments via credit cards, then they charge you a percentage based on the transaction amount.

simply put...YES. It's free as long as your only using it to pay for items that you purchased.
