Probably refers to things in your life you're trying to avoid, or not facing. I remember dreaming i was being chased by the military for some reason....and I pretty much compared how i DIDN'T want to enlist into the military, but by contract I had to serve 2 years..hence...the dream.
THen i had dreams where i'd get chased by a werewolf, and no matter where i hid i always got caught and was killed. I still can't figure out what problem it is i'm running from that the werewolf represents..but supposedly from what i've researched that seems to be the meaning.

I think you had a more positive dream than you realize right now.
Running, etc., means you're afraid of someone or some situation. I get those too, more often when I was younger.
Moving up and becoming light is like flying, and it means you're feeling free. Flying dreams for me are rare but happy.
I have read that the way to deal with a "chase" dream, like yours was, is to turn around and face the pursuer, to confront it whatever it is. And it really works! The pursuer becomes something that's insignificant or no longer a threat. This can help you in your real (waking) life too. There is a time in the dream when you can do this, take control, and it's when you start to become fearful and are on your way to waking up. Or if you wake up and can't shake the dream, go back to sleep but this time imagine turning around and facing the thing chasing you. It won't hurt you. Good luck.
I think you must have done something like this in your own dream, somehow, maybe you forgot what it was, but if you became light, and went up into the sky, you must have somehow dealt with whatever it was that bothered you.

Sounds like a metaphore for running from authority...they're all in uniform, or the FBI, etc.
But the "authority" figure could be completely unrelated to government or soldiers....it may be something ELSE...ask yourself what's going on in your life that you may be conciously "running from"...chances are, whatever the first answer is that pops into your mind will be the right one.

i would of thought with it being with someone in authority all the time that you have some kind of insecurity with authority maybe when you were a kid you had a run in with security or the police and it stuck in your mind and you relive it in your dreams
