Cronies and Relatives of government officials that receive no-bid contracts should be reported to the concerned government offices for prosecution if evidence is strong. Likewise, they could be relayed to media for exposure in order to stop this kind of dissimulation which is a menace to the people who pay taxes religiously.

Alright I'll make an attempt at guessing what you're asking. Simple truth is business is that connections will get you places. Trade agreements and deals don't just happen by chance. If the administration is going to have to rebuild Iraq, then they'll do it with the help of people they believe they can trust. Everyone screams at Haliburton, but has Haliburton done wrong by Iraq? Anyone bother to do any research into the quality of infrastructure and service they are providing? What is your actual problem with Haliburton? Do you perhaps not see that the "billions of tax dollars" is going to a U.S. company, further driving the U.S. economy? So at the end of the day, Iraq gets a quality infrastructure, and Americans are paid for it.... are you going to protest that?

Learn proper grammar. Your question should be worded: "Why IS this administration's relatives and cronies?

(Or use [the] in place of [this]) and put ... after the word cronies to indicate the question continues to make it a complete sentence.
