yeah, always have those business cards.
Put out ads at local colleges for dancers. Bars and existing clubs, too.
Take good care of your girls, make sure they are safe, etc.
And you can always go by local clubs and what not and recruit girls away from them, especially if you can pay more or offer clients who give better tips, etc.
For clients, go rich. Find clubs where the wealthy guys hang out and advertise bachelor parties and what not. make sure they have a good time and the word of mouth should do wonders for you.
The Internet is crowded, but try to work the local angle. If there isn't a lot of competition in your area it might be a good way to go. Find a professional web designer who can get you placed high up on the search engines.

both your potential clients and possible employees can probably be found at bars and clubs, so go partying and bring a stack of business cards with you.
Other than that, word of mouth the best free advertising you can get.
