no not at all. You will recall that President Wilson also sent an army Expedition under the command of Gen Pershing into mexico to hunt down Poncho Vila, after poncho raided a Sw border town in the US. ( Gen George S Patton Jr was on Pershings staff during this expedition.) The Expedition also took place the same year that the US entered WW I.

After the WW I ended President Wilson also authorized US Troops to invade Russia in order to aide the British and White Russians to rest control from the Bolshivek Communist.
American Troops who participated in this ill defined and Ill fated expedition were called Polar Bears.

People who knew him believed that he sincerely wanted peace, but despite this he wound up with conflicts. It was said that he agonized over this and died "a broken man".
