Depending on the type of scan tool,yes freeze frame data is saved and stored in pcm and can be retrieved and data viewed when the event happened, or code set.but once code is cleared its gone .

After they are cleared they go away, they are not logged unless you are talking about somethnig like the new BMWs that basically run a small computer and logs everything. Some codes might stay and still be readable and wont throw off a CEL but those usually are minor things that you dont notice and occur more then often.
