The fastest delivery that has ever been officially recorded clocked in at 161.3 km/h (100.2 mph) and was bowled by Shoaib Akhtar of Pakistan during a match against England in the 2003 Cricket World Cup. The batsman on the end of the delivery was Nick Knight; however, his wicket remained intact
You can watch that, ball bowled by Shoaib

simple question with a complex answer...the books list Akhtar offically...please note that Shoiab was banned then subsequently banned for performance enhancing substance abuse...how he got cleared along with the other bloke is just mindboggling...
Thommo was consistently faster than anyone else for a long time with official timing also then Akhtar took more recently...
Thommo was known to have bowled even faster but back then the equipment wasn't available all the time...
Bret Lee is quick and he's quite good but I am unsure on his 162 kph ball but that is not surprising and it's probably true...
in closing, back to Thommo, he had a slinging action and it was just incredible and backbreaking...no one will match him...no one can duplicate him...he didn't bowl one at 160 then one at 140 like others...he did it all the time...he will always arguably be the quickest of all time...Thommo's untimed balls must have been way faster than the Akhtar ball anyway...and this exact controversy(topic of your question) arose when Shoaib got his quick ball...also Thommo with today's technology would surely get him to 170 kph!+ (-:
..direct answer : Thommo easily and in the hearts and minds of many...Thommo still...

In 1976 in a speed contest held in Austrlia the then fastest bowler of the world Jeoff Thomson of Australia had bowled a delivery at a pace of 160.4 km/h out of the six deliveries that every bowler had to bowl. Imran Khan of Pakistan and Micheal Holding of West Indies were the second fastest with average of 153 to 156. Six bowlers took part in that competition. Dennis Lillee and Jeoff Thomson of Australia, Michael Holding of West Indies, Imran Khan and Sarfaraz Nawaz of Pakistan and Sir Richard Hadlee of New Zealand. Thomson won both speed and accuracy contest while Sarfaraz Nawaz of Pakistan though last in the speed department was second in accuracy. Now a days as every body, including big mouth "easygoing" knows that Shoaib Akhtar holds the record for bowling at a speed of 161.3 in a 2003 world cup match against England in South Africa.

Guys, Brett Lee has recorded at 162 KM/hour, he is the fastest. By the way a chucker who also proved to be taking banned drugs, is not the fasted bowler...
