I'm not sure I understand what you are asking, but according to the bi-partisan committee on the Iraq war and headed by a loyal Bush Republican, James Baker. Mr .Rumsfeld along with the President and others were a significant part of very bad management of this war. If you want to read the report it is available online.

Mr .Baker would not say it if it were not so, especially since he goes back a long way with the Bush family.

Unfortunately the President still does not see or want to admit that he and others made mistakes. That , to me, is one of his greatest weaknesses. He is a good man I think, but he is not very good at seeing his own flaws.
