We choose both our emotions and our reactions. Controlling ourselves comes with practice but it is always possible. People who think otherwise just do not have the desire or the experience to control themselves. There is no reason to ever be offended, it is always a choice.

A choice determined by the values one decides to keep in life. Sometimes by the values instilled by parents and religious influences. None the less we choose for ourselves. So the answer is yes.
