Corrupt governments are a large part of the problem. As are competing war lords that confiscate donated food and give to their soldiers. Between the corrupt govs and the war lords, civil war is a norm on the continent.
The vast majority of those donated dollars go towards fixing today's problem without any concern for tomorrow or next week's problems, let alone any farther in the future. It's an example of give a man a fish and you;ll feed him today. Teach him how to fish and you'll feed him forever. There's little emphasis on education and self-sufficiency and lots of emphasis on just getting by.

In the case of Africa, one of the factors for this behavior was political instability, and the fact that new governments often confiscated previous government's corruptly-obtained assets. This encouraged officials to stash their wealth abroad, out of reach of any future expropriation."

Im unable to come up with any other answer than the fact that they are simply unable to do so. Perhaps its a racial flaw, or a cultural weakness. Look at the world around us, that entire continent is a shambles, with the exception of South Africa, which had been under white control for centuries. Is it so hard to imagine that perhaps they havent evolved past this type of behavior?

Most people here are right many countries in Africa suffers from a cycle graft and corruption and I would like to hear from someone with a good idea on how to solve of these problems.

Simple...
Because of its people...
the fist humans developed in Africa millions if years ago, so they have had human population before any other continent, they have been longer on earth than anybody. Its easy to say that they need help, but why do they need help? why aren't they the ones helping? they should have more experience than anybody. They've had millions of years to develop... Why are they so corrupt? Why are they so lazy? Who is it to blame but them?
This is not a bias opinion these are just the FACTS, i'm not talking about any race in particular, I am talking about the whole continent.

All they do is give the "bucks' to their governments charities,
like....new presidential airplanes, Mercedes Benz limos for the bush, habit paying cash and etc.,.....
So how can Africa move forward...there's just no gas for that.

Because we infected them with Aids, and now the world has agreed to allow the entire Continent of Africa to die without assistance. To make matters worse, they will not address the problem themselves, preferring magical thinking to science. And, their leadership is so corrupt that giving them money is a total waste.
