yes,
it comes down to embarrasment. if you tell someone they had a speck of food on their teeth, you stop him from being embarrassed. its a gratuity
its also like saying X Y Z when you see someone's fly open!
if you tell him he might think you are looking somewhere where sexual attraction can be made. but if youd dont tell him he will go all day, possibly , without being embarrassed.
However I told someone once at work, that he had extreme body odor, and the guy almost jumped into my face through the glass window to rebuke me. it can be good or bad depending on the person or the circumstances.

Ah, you don't have to do that. I find if you stare at the affected area long enough with a look of utter repulsion on your face they tend to work it out for themselves. It's the old biddies walking around the supermarkets with their polyester skirts all bunched up in their support stockings I tell, Usually from the top of the ailse I'm in, in a loud voice, well, they're all deaf aren't they?

If I'm speaking with that person, he/she is no longer a stranger. I'd quietly let him/her know. Yes. But a complete stranger? Probably not.

Depends on several factors.....the type of food, if that can be ascertained, whether it's in a large group of people (then yes), whether he would actually look better if the rood remained there,...I really can't say yes or no.
