Instead of focusing on past work experience focus on education, hobbies, interests, charity work etc. There are several websites that help you create a resume too.

There is a resume template in Microsoft Word. Go under File and the New Document Template and then scroll down to Resume. That should give you the basic format. Or go to the library - there are books on the subject that show you examples.
As far as never having a job before... If you are fairly young then obviously they can't expect you to have vast work experience. Just play up your education to the best that you can. Also you can create a section on your resume with other relevant information. Like any volunteering you have done.

Write an objective on what you would like to accomplish in that particular job and what you feel you may add to the position. That's usually good for a short paragraph.
Add any education (secondary and post-secondary) but leave out any dates as employers can usually guess age within a few years if you list your high school graduation date and although they aren't supposed to, a lot of employers don't like to hire younger people.
Add any volunteer experience. If you don't have any, go sign up with your local Red Cross chapter and volunteer with them, then add that to your resume. I initially started out just because it looked good, but I'm still there 7 years later.
Add any skills/strengths like typing or computer program knowledge or anything else that may be relevant.
In an interview if the topic comes up why there are no jobs on there, be honest and tell them you are new to the workforce.

To start your resume you will need to come up with an objective for your employment. If you are looking to land your first job, like at a grocer, retail store, or whatever, the resume is more a formality than anything else.
To get to the point where you can complete your objective, complete your education to date add your work in any groups/organizations (like officer positions in a high school club or any volunteer work you have completed). Expand upon your education by siting specific areas you used as a focus and the specific skills you learned in those classes. Example: If you are seeking your first position as a laboratory assistant, you would talk about the skills learned in your biology classes, including aesceptic technique, staining skills, microscopy, etc. Use the highlights of what you learned with your work (groups/organizations) and your focus in your education to build your objective and add to it a desire to learn and grow in the position you are seeking.

Tough one. Never had a part time job? After school job? Volunteer work? Put anything you can on paper. Education, community/volunteer work, computer skills, any training courses (dale carnegie, microsoft, etc), put an objective on the resume that states what type of job you are looking for and why, and any part time jobs even babysitting.

Yes - the prev post just took the words out of my mouth...
as a young person - you can focus on your school and volunteer work (if any), maybe your youth group, babysitting jobs (if you did that) and adults in your life (non-parents) as references.
Perhaps a teacher, a coach, youth group/pastor.
And list your work ethic and values.

on your resume you list any schools that are relevant to the job you are applying for or accomplishments. lets say you are applying for a job working with children and you have experience in babysitting then use that.

Just make do with what you have done in school, describe the things that you are good at. It sometimes work as a starter.
