If you are referring to privacy, you are going to need a PSP that has not been updated for some time (version 1.5-2.7) and one where the motherboard isn't a TA-02. Note that current PSPs use motherboards that are of that type. You'd have to find a store that has a really old shipment and haven't sold them all or buy it uses or get lucky.

If you manage to get a PSP that fits that criteria, you'll have to go through the processes of DevHook and downgrading. Upon there, enjoy your free PSP ISOs and other ROMS and ISOs.

However, this is a chance of bricking (aka ruining) your PSP when doing this. If you get a PSP that does not fit the criteria, it WILL brick.

If you are talking about the legitimate Sony emulation of PS1 games, you have to get the latest firmware, which is version 3.01 I believe. However, you'll also need a PS3 to download the games to later send to your PSP. Note that you cannot have this and the other option at the same time.
