I would have to say Dylan-mercury-lennon/McCartney-Simon-Stevens.
You have forgot Kris Kristoferson on your list but the others are wonderful too.

1. I rank McCartney higher than Lennon... yes, they wrote together for the Beatles, but it's Paul who has consistently, with every single project he's undertaken, written things that people loved and related to.
2. Tia Sillers. Check her stuff, you know her. I went to college with her, and her poetry was incomparable. I was so jealous! I'm glad she's made a career of it.
3. Stuart Adamson. When he was on, he was on. When he wasn't ... eh. But his work with the Skids laid the groundwork for Stiff Little Fingers and Green Day... and his lyrics in Just a Shadow and In a Big Country kick.
4. Kurt Cobain. He can make you cry with a couple of well-chosen words.

Of course, I've always liked to support the local craftspeople, too, though.

Woody Guthrie, for sure. Pete Seeger ("We Shall Overcome;" "Where Have all the Flowers Gone") would also be high on the list, but Woody wrote over 1000 songs, including "This Land Is Your Land," "So Long, It's Been Good to Know Ya," and many other real classics.
