Don't think you can find birth records in library. You have to go to the birth and deaths records office in Liverpool. Can't rememner the offical name of the office but it is the office where births and deaths are officially recorded.

The registrar for births and deaths in Liverpool is is now in the Cotton Exchange Building in Old Hall Street In Liverpool City Centre Opposite the Daily Post and Echo Building.

If you are tracing Family history, Liverpool Library will soon have a database available of all the people emigrating through the port of Liverpool. I don't know when this will come on line (it could be already)

Go onto the link I have added, you will need to register which is free. Search for the birth you want and write down the reference number (usually vol and page number).
Then contact Liverpool Register Office to order a copy of the certificate. It's usually about £7.

You haven't really given much detail. Ask at reception, it would be good to have some details like full name and date of birth. Why don't you try ringing them first?
