Well first , understand the difference between a webpage and website , a webpage is just single page made of HTML code or more . as in a website it contains MORE than one webpage wish are interconected with hyperlinks. The reasons for creating a webpage or website varies on the need of the person or company doing it. The first one is advertaising , most companies use this type of media to expose either their company , product or services they offer. The second reason is sales , most companies use the internet as sales tools , this means that they put on their webpages their product and do the sales online. The last one is marketing , they use this method to market either their own product or services or others companies , in this one , they charge the people that dont have a webpage to put their services or products on this one .

Free website..GeoCities. Even has "website wizards" to help you get your site put up so you don't need to buy any software.
Better choice... Blog. Free from many places including Yahoo 360 as well as Blogger.
