There are many things that can add the illusion of height. They key is keeping the attention focused up towards your face, and not on your lower body. Anytime you draw the eye down, it makes you look shorter, and can also make you look heavier. You also need to make sure clothing is the size you need. If you find that regular Missie's lengths are too long, then buy out of the Petite's section. It's the same size, only with shorter hemlines for women 5'4" and under. When hemlines are too long, it makes you look undersized in comparison. Styles should be more tailored and fitted to your body. When you add width/bulk, you always subtract height. A leaner, narrower line always looks longer.
Jeans and pants should sit right below the waistline. On your waistline shortens your torso, lower (on the hips) shortens your legs. The leg of the jean/pant should be a straight or small boot cut, nothing tapered or widely flared, for the longest (leanest) leg line. The bottom hem should sit right on the top of the foot. When it sits on the ankle, it makes legs look shorter, when it's too long (where you could walk on the hem) it looks oversized and you look shorter in comparison. Look for darker colors for a longer line that won't draw the eye downwards. Pinstripes in dress slacks also are a great way to add length to your legs. Don't add any embroidery or decoration to the legs of your jeans or pants, which will draw the eye down.
Skirts and dresses should end right above the knee. A mini skirt (mid thigh) makes your torso look shorter, and draws the eye to your legs. Going below the knee makes your legs look shorter. You also want a more narrow skirt. Pencil and tulip styles are a great style to flatter the figure without drawing the eye or adding bulk. Wide skirts draw the eye and add bulk to your bottom half. If you prefer A-lines and wider skirts, try a Godet or similar style that doesn't flare out on it's own, but instead flows and moves with your body.
Tops should be tailored and/or fitted, not too tight or too loose. It shouldn't be a top you tuck in. Look for empire waistlines to draw the eye up. Princess seaming is a great way to add a vertical line on your torso without adding stripes, either of which adds length. Look for things to draw attention, like brighter colors, lapels on jackets or collars on shirts, V-necks, halters, lace trim at the neck, etc... When the attention is on your upper torso and/or near your face, it keeps the eye going in an upwards direction, which creates the illusion of height. A monocromatic (same color top and bottom) also makes you look taller. The hemline of tops and jackets should hit at the hip bone, at the narrowest part of the hip, for the lonest line. Tops that end at the waist, or above, give a shorter torso; tops that end below the hip shorten your legs.
Shoes should be basic solid colors and more simple designs. Ornate shoes draw attention to the foot. Ankle straps cut the leg line in two, so if you like the strappy look, try a sling back instead to keep the leg line open and flowing. Avoid anything with a thick platform. Even though they can add more height, they also draw the eye and add bulk to the foot. If you like boots, then look for knee highs for the longest line, ankle and calf boots cut the leg shorter.
This is not a complete list, just generalizations that work for most all women. Your exact body and coloring can add or change a few things that you can (or can't) wear. Your best bet is to try on different styles, either in your closet or in a store, to see what flatters you the best, and adds height for you.

Single, solid color clothing (as opposed to diff. color top and bottoms or prints) might help. Also, good posture and a suitable weight for your height. Not skinny though. That will only make you appear more diminutive.

Blouses or the such that have verticle(up/down) stripes.
Horizontal stripes would make you appear short and chunky.
