Brine shrimp should hatch in less than 24 hours. Good hatch rate as more to do with the eggs themselves than with how you hatch them. The mix sold at petstores usually isn't the greatest and only has 70-80% hatch rate. I do not know where you live, but I suggest you contact fish breeders in your area and ask where they get their brine shrimp eggs; they will probably know of the best source for 90% hatch rate eggs.

You can go to the petstore and buy a brine shrimp hatchery, most are losely based on upside-down 2lt coke bottles and are quite decent, costing 10-25%. You can also make them yourself:

The hatchery that guy speaks of takes a little longer then that most of the time.

Since I don't know what kind of hatchery you have it makes it harder to answer.

Brine Shrimp hatch faster in warm water. 80 degrees Fahrenheit

with an airline-NO STONE just the tube to keep the eggs in motion.

Hope this helps.

use a 2L pop bottle. add water, aquarium salt, brine shrimp eggs and then agitate the water with an air stone attached to an air pump (the air stone just fits inside the mouth of the bottle). After about 4 days turn the air pump off and let the egg shells settle out. shine a flash light on the side of the bottle to attract the brine shrimp and syphon them out with air line tubing (strain thru a white fish net).

just do as the package direction say. it's all in the temp.. lower temp takes longer.

and use an air stone... too much turbulence will actually pulverize the shrimps. I had it happen yesterday.
