have an elected auditor whos primary function would be to eliminate governmental waste of tax dollars, with teh ability to prosecute if necessary those that do so or those that over inflate the costs of items purchased by the government?

they do its called the GAO. but it lacks enforcement power.

We already have it n place it is called the "General Accounting Office." They are the primary over site agency. The reason costs to the government are high because dealing with government agencies are a pain in the neck and costly. The government relies on out dated specification and expensive building requirements that inflate the costs that are not normally found in the private sector. It is government requirements that make doing projects or contracts expensive. No "over site is going to solve that.
