That was Ian Fleming, who also wrote the children's book "Chitty Chitty Bang Bang". Interesting.
"Ian Lancaster Fleming (May 28, 1908 – August 12, 1964) was an English author and journalist, best remembered for writing the James Bond series of novels as well as the children's story, Chitty Chitty Bang Bang."

Yes I agree with the first one it was Ian Fleming a shy man who working in the government services (not sure which one but certainly not a glamourous one), himself during the war. I think he started writing the books in the late 40's or early 50's.
