Fact is you can't. Everyone knows that and the disingenuous will try and tell you differently. That is what is so perverse about the war in Iraq. They know they can't stop it.

A suicide bombing is an act of desperation and powerlessness. People who do this are fighting mad, but don't have the weapons to fight equally with those that attack them. So, they strap on explosives, and with great courage walk up to whatever is their target and blow themselves up, an act of certain death. Why do they do this? It is a response to the violence they see around them, coming from an organized and ;powerful military, like Britain's, Israel's, or the US. The only way to prevent this is to take away the cause of this lopsided scenario. It will take tremendous soul searching and intelligence to figure out a way to relate to the people in these areas without making them feel so hopeless. This country has violently meddled in the Middle East since 1954 when we overthrew the President of Iran and installed the repressive pro west Shah. Then it was Saddam, our boy in Iraq. Now we attack Iraq without cause, bombing with "Schock and Awe" and wonder why people should want to do violence to us. When we stop terrorizing so many people in our "National Corporate Interest," that will be the beginning of the end for suicide bombers.

The households of suicide bombers are rewarded and commemorated. perhaps the international might want to bypass after the households of the suicide bombers. Then the households does not be so wanting to furnish their toddlers up as sacrifices. There must be a foul result for the households of suicide bombers even as they're typically observed..

Isolate muslim extremists and kill them all.
Seriously, kill them before they get a chance, it is not hard to tell a nut job muslim jihadist from a regular muslim. You will never change their way of thinking. Torturing them is useless, they will give no viable information, just kill them. It is a war it is justified.
You can't stop a suicide bomber, they dont go around with little ID tags that say " I am a suicide bomber"

Even most of them can not be stopped.
No doubt, the Patriot Act has stopped some terrorists, but even it can't stop them all.
