There are a couple of reasons which all boil down to the fact that Paypal charges the merchant fees if a credit card is used. The merchant either does not have a business account and cannot accept credit cards or the merchant does not want to pay the extra fees charged by Paypal to accept credit cards in their business account. If you were to send a total payment of $20.00, Paypal would take about $0.85 as a fee.

Either 1. (most likely) because they have to pay fees which they don't have to pay if the money comes from a credit balance in your paypal account or 2. because you do not have a verified address so the seller doesn't benefit from seller protection.

The merchant may have been a victim of processing someones fraud credit card.
