You can't view other people's webcam without their permission, unless they change the setting in their Yahoo! Preferences. They can either checked these 3 boxes;
Always ask for my permission
Allow everyone to view my webcam, or
Always allow the following people to view my webcam (They have to fill in the person's ID).

But the webcam setting will randomly checked the first box which is; Always ask for my permission.
