dude, the elite 4 is in evergrade city,to get there you need Waterfall,strength, rock smash and surf to get pass victory road, and Bagon is in meteor falls in a secret cave which is hard to find, but if you find it,go inside and you have to surf, then you will see a small rectangle sort of place, the place is small, you can only walk 8 steps,and latios is in ruby and latias is in sapphire

And the Four Elite , first , you must caught the Groundon ( email to me if you don't know where it is ) , and then you can beat the Gym leader of the Sootopolis City and get the hm 7 ( water fall ) . Teach it to a water Pokemon and you can cross the water falls to enter the ver grande city . Go throught the Victory Road ( you can also meet a boy named Wally here ) , after that you can meet the Four Elite .
About the Latios and Latias , After you beated the Four Elite , you will return to your home ( automatically ) and when you watch the TV , they will introduce you a latios ( maybe ) . And then , you can find the latios or latias .

dude the elite 4 are through a really long cave. Latios can only be caught in sphire and liatias in ruby. Bagon is couaght in a cave. Use your map top track one.

everybody's right about latios & latias and here's how to get bagon it's not that hard
1-bring at least 10 or 12 max repels with u just in case
2- fly to rustboro and head all the way up until u see the lady pacing back & forth then take the steps down and around to the middle of the beach then surf straight across until u see the girl power walking then go up & around and up the steps throgh the tunnel once inside head up both set of steps until u see the water
now surf til u hit the waterfall now go up the waterfall through the doorway (u can use a max repel now if u wish) head 2 your right
and up until u see the ladder go down the ladder go down and head left and up and take the next ladder you'll see the old couple
go up the sand steps until u see nicolas the dragon tamer go down the puddles on your left until u see the ladder and take it now go down and surf up throught the doorway once inside surf across the other side now run back & forth and bagon should come out he or she is at lv 35 good luck glad 2 help :)
