Lady Justice is wearing a Toga. That was the fashion of the day in the cradle of democracy Greece. The exposed breast is of no consequence however the the ancient Greek imagery indicates the roots of the best system of government ever devised.

Yeah why is that? Surely it would be fairer to have both out?
In all seriousness you would need to find some good art history on symbolism of the breast to really understand this as there are many contributary factors; such as the legitimacy of nudity/semi nudity when portraying classical/mythological figures. I.e. Art as legitimate medium to share and create adult imagery in a society where such may be forbidden.
Secondly, historically the breast is a symbol of life and strength given that without the breast (milk) an infant cannot survive.

Probably to entice men to stare therby creating a hostile atmosphere of sexual harassment. Then the justice dept can prosecute the man even though it was the womans fault to begin with. The world is unfair as related to the sexes.
