I would go with Witten for a few reasons.
1.) Since Tony Romo became the Cowboys quarterback, Witten has been targeted numerous times per game.
2.)Winslow has been slowed up in the last few weeks since Charlie Frye went down, and Steve Heiden has been stealing TD's away from Winslow as of late as well.
3.) Neither is a great option at this point in the season, but Witten should get slightly more production against ATL.

WITTEN even tho im a cleveland fan there is no way that winslow is going to have a big game in baltimore
