why did they not refuse to have children until they were treated fairly?

It's funny that you realize women have that sort of power. I myself am living childfree beccause I have absolutely no desire to have kids. Wasn't built like that.
A lot of women WANT to be treated that way. There's an overabundance of religious texts that tell them they are lower than men and are supposed to be treated badly. Women protested against having the right to vote. Some foolish women still protest today against contraceptives, birth control, and abortion for no other reason than "women are supposed to have children". It's sad.

That would have been like cutting off their noses to spite their faces! Most women desire children. It's the way we're made. Besides, it isn't like a lot of women had a choice. What would they do? Refuse to have sex in a time when it wasn't considered rape for a man to force himself on his wife? Throw themselves down staircases every time they did get pregnant? The instinct to protect a child gestating in the womb is strong. Many women, if forced to choose between the well-being of their children and fair treatment, will choose the well-being of their children.

ll-treatment and having children are two different issues. Anyway, I believe most women have no choice then. They were dependent on men for their livelihood. Now that more women are not dependent anymore, they are refusing to get married and/or have children.

Many women ARE treated badly. One study revealed that many women even in the West are living under physical and psychologic violence.
