If the temp. drops to around 30 degrees at night,it's a hard start the next morning. I have had all filters changed,oil changed, new battery,and an inspection. Any advice?

Probably your coolant temperature SENSOR. It may be just a dirty connection. Just unplug it and reconnect the connection before your get a new sensor.
It does not always set a check engine light unless it is open or completely failed..

My 98 ranger does the same thing. Might have to do with the wiring. Take it to a reputable outside shop (napa) and get it inspected. They'll do an honest inspection, instead of a standard maintainance 2 service like you described

It could also be the Automatic Choke. i use to unhook the ones on my automobile and leave it open constantly

use a lighter wheight oil in the motor or you can get a block hearter
