it depends what owls you mean...
if we talk about the human kind like lions or elks then that would be called a parliament.....
parliament is also the collective noun....
if we talk about the birds then i have to tell you that they don't live in groups and are solitary.....

You will never see Owls in groups. The collective noun, "Parliament" was invented by some bookworm who knew sod all about Wildlife.

They are called "The Wise Fekkers" not a Parliament coz I have not heard of a Wise Fekker in any Parliament especially the British Parliament at present
