Sexual urges rely on certain hormones, namely Progesterone. The more of these hormones one has the greater the sexual urge. Not everyone has the same amount of these hormones, therefore the statement would be false.

Yes. And most probably young birds have them. Coz old ones would have reached menopause. Its natural to have a sexual urge, but better to have it under control of brain, not heart and emotions.... :-)

No, some people have totally disconnected from their urges or they were conditioned by outside groups like family, church, cult, etc to detach from their urges
